Independent Strategic Advisor
Bruce Evelyn is an Independent Strategic Advisor with more than 35 years of leadership experience in government and higher education. He works with governments, universities, colleges, and other public organizations to navigate complex strategic challenges, align priorities with decisions, and strengthen organizational performance.
Throughout his career, Bruce has helped organizations make better decisions by connecting strategy, evidence, resources, implementation, and accountability. His work helps leaders evaluate complex issues, align resources with priorities, and translate strategy into meaningful action.
Bruce spent 15 years with the Government of the Northwest Territories in progressively senior leadership roles, including Manager of Budgeting, Manager of Capital and Facilities Planning, Director of Income Security, and senior leadership responsibilities in advanced education policy and administration. During this time, he worked on strategic planning, public policy, budgeting, capital planning, program design, and accountability within a complex public-sector environment.
Bruce subsequently spent more than 20 years at the University of Calgary, one of Canada's leading research universities. He most recently served as Vice-Provost (Planning and Resource Allocation), where he provided executive leadership for institutional planning, strategic budgeting, resource allocation, enrolment planning, and institutional research.
As Vice-Provost, Bruce provided executive leadership for the Office of Institutional Analysis, helping strengthen the university's capacity to transform institutional data into strategic insight through research, benchmarking, performance measurement, and evidence-informed planning. Working closely with the Office's leadership, he helped position evidence as a strategic asset in support of institutional planning and decision-making.
Bruce was also one of the leaders involved in the development of the University of Calgary's 2011 Strategic Plan and its 2016 refresh, helping align institutional priorities, performance measures, and resource allocation approaches with long-term strategic objectives.
A Perspective Shaped by Experience
Bruce's work has been guided by a simple belief: Organizations make better decisions when strategy, evidence, resources, implementation, and accountability are connected. Complex organizations rarely struggle because they lack ideas or information. More often, challenges arise when priorities, decision-making processes, resources, and measures of success are not aligned. Bruce helps leaders understand these connections, evaluate options, and develop practical approaches that support meaningful outcomes.
Education and Professional Credentials
Bruce holds a Diploma in Business Administration and Bachelor of Arts and Master of Arts degrees in Leadership and Adult Training. He completed the Queen's Executive Program and is a Recognized Educational Facility Planner (REFP). His Master's thesis focused on leading organizational change—an area that has remained central throughout his career. Together, these experiences have shaped Bruce's understanding of how organizations learn, adapt, and successfully implement change.
